Morgan Sindall Property Services (MSPS) will retrofit homes in the borough for the next three years, improving the energy performance of homes to achieve an EPC rating of at least a Band C. These measures will help with tackling fuel poverty and help reduce energy bills for residents.

The 9.3 million Social Housing Decarbonisation Fund (SHDF) contract, now known as the Warm Homes: Social Housing Fund, will see MSPS’s planned works team deliver energy efficiency improvements including loft and cavity wall insulation, installation of solar PV panels, LED lighting, air source heat pumps and mechanical extract ventilation.

Completion is expected by the summer of 2029, and adds to MSPS’s extensive portfolio of social housing retrofit projects, which to-date has included over 5,448 PAS2035-compliant energy efficiency improvements to over 1,500 homes across the UK.

Mustafa Mustafa, head of decarbonisation at Morgan Sindall Property Services said: “We are incredibly proud to develop our partnership further with Basildon Borough Council, supporting their net zero targets and improving the energy efficiency of council homes.

This project will not only help the council manage their housing stock more sustainably but also provide warmer, healthier homes for residents, improving their quality of living.”

Adele Brown, Cabinet Member for Housing and Infrastructure at Basildon Borough Council, said: “This programme is about making real improvements for local people. By upgrading 1,000 council homes, we’re helping families keep more money in their pockets, cutting energy bills, and making homes warmer and healthier. It’s practical, cost-effective, and makes a real difference here in Basildon.”

MSPS already carry out repairs, maintenance and planned improvement works to the council’s housing stock as well as undertaking gas servicing, repairs, voids and boiler renewals.
